GRA Deploys AI System at Tema Port to Combat Import Fraud
Accra, February 1, 2026 — The Ghana Revenue Authority (GRA) has taken a bold step in modernizing customs operations with the deployment of an advanced artificial intelligence (AI) system at Tema Port. The initiative, which introduces the Publican Trade Solution, is designed to strengthen revenue collection, curb fraudulent practices, and enhance efficiency in cargo clearance.
The AI-powered platform is expected to boost customs revenue by between 40 and 45 percent, while significantly reducing fraud in import declaration forms — a persistent challenge that has cost the state millions of cedis annually. By automating the detection of irregularities and inconsistencies in trade documentation, the system promises to close loopholes that have long been exploited by unscrupulous importers.
Officials say the technology will also improve the speed, transparency, and accountability of port operations. Importers and freight forwarders can expect faster clearance times, reduced human interference, and a more predictable process for moving goods through Ghana’s busiest port.
Speaking at the launch, GRA executives emphasized that the deployment marks a turning point in the authority’s digital transformation agenda. “This is not just about revenue; it is about building trust in our trade systems and ensuring that Ghana remains competitive in the global marketplace,” one official noted.
Industry stakeholders have welcomed the move, describing it as a necessary intervention to safeguard national revenue and streamline trade. Analysts argue that if successfully implemented, the AI system could serve as a model for other ports across West Africa, positioning Ghana as a leader in customs innovation.
The Tema Port rollout is the first phase of a nationwide plan, with similar deployments expected at Takoradi and other entry points in the coming months.
